06 November 2011: Cambodia does not yet have a law on disaster management. Following last year’s Water Festival stampede which killed almost 300 people, questions were raised about the responsibilities of relevant authorities. To help deal with potential disasters in the future, the National Committee for Disaster Management has been drafting the law on disaster management, together with some other relevant institutions.
23 October 2011: The Ministry of Interior has recently submitted a new draft of the proposed NGO Law to the Council of Ministers for approval. NGOs play an important role in the social and economic development of Cambodia, but the law has created concerns among NGOs about their freedom to serve the Cambodian people. After taking 16 years to draft and being recently amended 3 times, the NGO law still has long way to go before it is finalized.
